Before Francis Underwood, in the American adaptation of House of Cards, there was Francis Urquhart, Chief Whip of the Conservative Party, played in splendidly dripping evil by Ian Richardson. The three-episode BBC mini series set the bar high, and Kevin Spacey's psychopathic Francis keeps it there. Both series are available on Netflix.
The American version is excellent, but I think the British version is just a tiny bit better.

Pat, I agree. But it's interesting to see the evil and ambition played out over several seasons, rather than just three episodes. (And now that I've finished all of Season Two, I'm eager for more!)

I've been wanting to watch this and can't get my husband to bite. We don't spend a lot of time watching television, but what we do watch is pretty set in stone, unfortunately. I'll take your advice and treat myself to the British version minus the resident dissenter!
